Still, who is the to be the recipient of Putin’s secret letter
And what is in that letter?

A line popped out of that letter:
Pedophilia
Whether Litvinenko knew Putin or not,
and whether they ever shook hands,
Pedophilia severed their ties.

Another line:
According to a politician, the ex-deputy of the State Duma Gennady Gudkov, ICR is becoming the new NKVD.
Whether he sat at the same desk with Putin or not,
But he became an activist of world structures
NKVD – one of those knives
With the Soviet power was armed
But there were others in that past,
Like Grigorenko, and like Sakharov

But now something else slipped out from the letter:
Connection with USAID
Well, whether there was fraternization, conversation
Across barbed wire

They were joined by terror
Well, yes, to sell off all of the countries, without population, sell the territories
And then there will be in due course taxes on smoke.

Here there is a global need for those who’s not
An activist in support of taxing smoke and the like
To get out of the areas of all the countries of the world
People exposed to the disease, “NKVD employees and employers”
Carrying the stylistic form
For fall and for destruction
Of all countries
and the first of them –
Well this is just the beginning of the list
Yes, countries that were parts of the sad Russia

The development of this understanding has come from registration of accidents during protest rallies of Fermata Arts Foundation personnel at the embassies / consulates of Russia in the United States and Canada.
The attack on February 29, 2016 on the Fermata Arts Foundation’s representative Mr. Synkov by the representative of RF consulate Mr. Deviatkin in New York with the impact of physical assault is a second attack. The first attack took place in front of the embassy of RF in Washington DC on April 24, 2015 when a group of 4 people with Mr. Zhiganov as a participant and organizer surrounded FAF’s representatives during their protest. These accidents may provide a deeper understanding of a need to establish a registration process for citizens visiting the embassy/consulate of Russia in the U.S. and other countries of the world for identification of belonging to NKVD institutions located in these countries.

A case study in adaptation of a concept “NO to the NKVD agents in America!”

Fermata’s Comments on USAID

  • USAID does not see that there are senators and congressmen who, by virtue of   having been giving USAID money from 1991 to the present time, may feel entitled to present new projects to carry on through USAID institutions.
    The advent of Putin’s policy of intensive confrontation with the USA through terrorist actions on the world stage – this is one of the concepts that USAID staff have prepared through the entire period from 1991 to date, with a forecast for the future. What is absent is any form of USAID reporting to Congress.
    For example, see the Procedure map (Attachment 1) and the scorecard (Attachment 2) provided for communication with a group of USAID Fermata Arts Foundation workers. A threatening environment developed at the meeting: this one individual was holding shoes, both of the others, who had no business cards on a regular basis, and unwilling to continue to stay for an hour-long meeting, made verbal threats of various types.
    One of the boycotting participants of the meeting left at the very beginning. The rough methods of conducting the meeting on the mart of the USAID, evoking nostalgic memories, induced an understanding that it is necessary to stop the meeting sooner, rather than later, to preclude any physical impact from USAID employees against representatives of the non-profit organization and enable the latter to leave the building, thanking USAID employees for the opportunity to leave alive.
    The chaotic situation, presented by the 3 employees in stages:
    – Preliminary communication on the purpose of the meeting
    – The meeting itself
    puzzled the representatives of Fermata Arts Foundation, Mr. Synkov and Ms. Ishutkina.
    Business cards were presented to all three participants of the meeting.
    Conclusion: the American culture needs to be combined with an acquaintance with the Russian culture to prepare USAID employees for their work.
    1. is this a new concept for USAID organizers?
    2. is it a concept used often?
    Both questions are for members of Congress.
    In developing the servile strategy apparently (in 1991 – “as far as one knows, or can see”; at the present time – “used by speakers or writers to avoid commuting themselves to the truth of what they are saying”) presented to them by an employee of the KGB, Vladimir Putin and positioning themselves as an external part of the NKVD structure (see Attachment 3– Article from the Voice of America; for a literary description of the NKVD, see the book, “In the Underground, one can Encounter only Rats,” written by General Peter Grigoryevich Grigorenko),the USAID, USAID employees continue to shape their attitude on the effects of their perfunctory presence at the spot. In the same way they are creating grounds of increasing their salary – probably submitting fictitious reports on their activities, if any (compare the telephone communication with members of the Senate committee, containing a statement on the part of USAID that all is going well – occurring at the Fermata’s representatives meeting in the Senate Committee on Foreign Relations).
    A flyer on Ukraine presented at the meeting by one of three USAID employees (nameless) (see Attachment 4) – lets one see that USAID has organized a group of people from Ukrainian institution for the sake of creating an apotheosis for USAID’s servile strategy. What will a participant of this ritual glorification of the servile USAID strategy with the participation of Ambassador bring back to to his home in Kiev, to one of the houses of a town of Ukraine (a total of 459 urban centers in Ukraine). This riddle was presented by Mr. Decie, Program Analyst, to the meeting’s participants from Fermata Arts Foundation.
    As we have said above, such a situation of chaos in the carrying out of the meeting and in creating projects to be conducted in Ukraine and in other countries of the post-Soviet space, intuitively shaped the need to develop the following maps (see Attachment 2):

These maps were presented over the period of a few days as an additional material on the evaluation of the project, material that will be used to activate and work on the project. As for the current state of USAID work – a transformation of USAID into one of Putin’s institutions – it has created the need to form the map captioned as “Procedural Map” (see Attachment 1).
All these cards, respectively, are a tool which Fermata Arts Foundation will present in the document package for the report on the project. Every representative of the Congress can request and receive within 10 days a description of the state of the project. Nothing like that was presented by USAID at the meeting.
On March 4, 2016, a response from USAID was received (see Attachment 5.1 and Attachment 5.2), which can be summarized as follows:
1. NO to a job creation process in the Ukraine, and in other countries of the post-Soviet space since 1991.
One feature elucidating their understanding of it in practical terms is Mr. Decie’s surprise that there is a city of Nikolaev in Ukraine, with a super-center of shipbuilding industry as well as shipbuilding centers in Odessa and Kherson; that there is a world-class shipbuilding center with an academic base at the Admiral Makarov National University of Shipbuilding in Nikolaev.
2. Lack of knowledge of the culture of Ukraine, demonstrated by the Program Analyst Mr. Decie himself – see the issue of shipbuilding – and it may be inferred that the knowledge of the culture of other post-Soviet space countries is at the same level…
To promote, through the effect of presence, through the increase in the number of USAID employees, the destruction of the local population in these countries (radioactive waste, unprotected borders, the absence of defensive weapons in countries – all these are among the gifts from the KGB man Putin to countries of the post-Soviet space) to support the development of Putin’s NKVD in these countries, all the while claiming intimate knowledge and understanding of the effects of all these pernicious processes, using US collaboration with the leaders of these countries to influence their opinion in a direction desirable to Putin – such is the servile USAID strategy. In fact, since 1991, there have not been developed, in parallel – to make use of the effect of presence – projects for refunding US taxpayers’ money and for a transition to self-financing. Instead, USAID demands more and more money every year.
Fermata Arts Foundation’s project which aims to create jobs in the Ukraine and other countries of the post-Soviet space was rejected without any consideration, and, while unconsidered, it was declared not to be admissible “anytime in the foreseeable future” – at the request of Program Analyst Mr. Decie.
In this way, USAID has declared the main goal for its activities to be forming NKVD institutions out of its personnel, to make sure the leaders of the local population are malleable and that they organize the sale of the national territories of these countries. The NKVD inside USAID will collect taxes from the local population and transfer these taxes to Russian oligarchs and oligarchs in other countries to which the relevant territory will be sold.
The meeting with 3 representatives, the culture of that meeting, the culture of these representatives have put some final point, has clarified the understanding that had been developed through communication between FAF’s representatives and Michael R. Hathaway, Program Advisor, Program Office, Bureau for Europe and Eurasia, USAID. In conclusion, once again, we can return to the questions that had emerged above:
1. is this a new concept for USAID organizers?
2. is it a concept used often?
And address these questions to the members of Congress approving the budget for USAID.
For ourselves, we ask for funding for Fermata Arts Foundation projects with a short-term goal:
assist countries of the post-Soviet space defend themselves through generation of jobs in these countries. This is what Fermata Arts Foundation projects are about.
