ESTABLISHING A RESEARCH FUND
FOR STABILIZATION OF QUALITY INNOVATIONS
IN NAVAL AND COMMERCIAL MARITIME INDUSTRY
Unstable, unbalanced and uncoordinated conditions of the economy activated countries for understanding by any means the ways to find themselves in the competitive process of production of products for naval and commercial maritime industry. Informational space connected these countries at a high level of presentation of shipbuilding questions during making a decision by a specific country to independently produce products for naval and commercial maritime industry. Many companies are evolving in building products /offering services that do not take into account a general level of quality sufficiency for these types of products. Situation sometimes is reaching comic proportions in presenting quality by these companies. For example, High quality coating solutions: surface preparation and coating for Navy vessels and a variety of commercial products. Exterior surface coating in a variety of colors and designs. Why is the question of decorative finishes presented as a strategic concept and/or a marketing tool? Why marine alloys that do not require painting at all, have not been presented? Why age-old problems are presented as as a strategic concept and/ or a marketing tool? Why the companies do not address these problems at the level of new technologies. Although ocean space is uninhabitable place for people, it is not specific for this presenter’s wish to visit this environment and/or to live in it. Some special tasks create a need to be / live in this environment. To be able to live in the ocean space environment, one has to have functional and socially acceptable product (as factorials of product quality).
Thisfund focuses on a necessity to classify companies producing products for ocean space environment into ten (10) classes. Company’s belonging to one or another class will be confirmed by a license. At the same time for each class there will be developed a strategic concept for preserving the company in this class; a timeline for re-attestation will be also identified. The class of the company, a license that confirms a quality of its product to a certain category will permit customers, users, and government structures to make informed choice in the use of these companies’ products / services.
Anyone can help in the fight for stabilization of quality innovations in naval and commercial maritime industry by establishing a designated quality research fund within SCHWIPAR Centre for Innovational Development. When considering creation of such a fund, it is helpful to consider the purpose of the fund, its program format, and the financial scale, as well as other concerns.
Fund Purpose
Decide what area within stabilization of quality innovations in naval and commercial maritime industry the funds will be applied:
- Reliability (general design approaches)
- Availability (general design approaches)
- Maintainability (general design approaches)
- Manability (human factors) (general design approaches)
- Function (general design approaches)
- Producibility (general design approaches)
- Supportability (general design approaches)
- Economic feasibility (general design approaches)
- Social acceptability (general design approaches)
- Origin of participation /non-participation in innovative processes: You may wish to create a fund that focuses on a specific type of innovational development for product, such as power plant, propulsion, electrical services, control and communication, etc.
- General Group of Innovation Processes: You may wish to focus on a group of vessels such as Navy Vessels, Commercial Tankers, Cargos, Container Vessels, Dredges, Cruise Ships, Barges etc.
- Basic Innovation Science: You may wish to direct the funds generally to studying shipbuilding, recreational crafts transport, freight transportation, passenger and ferry service, commercial fishing, and other discipline areas
- Translational Research: You may wish to focus on providing funding that will help bring initial use of the innovation to test it into use for the general public
- Prevention Deficiencies Research: You may wish to focus on providing funding that will support studies about how to prevent three types of errors: (1) historical (experience); (2) situational (intuition), and (3) know-how
- Combination: The purpose may also be a combination, such as “academic research focused on elimination of historical (experience) deficiencies”, “academic research focused on elimination of situational (intuition) deficiencies”; “academic research focused on elimination of know-how deficiencies”
- Unrestricted classification of funds: Funding for general use of SCHWIPAR Centre for Innovational Development in fulfilling its mission of providing support for researchers
Preparation Phase
Companies in naval and commercial maritime industry refused to participate will be a subject to wording: unstable coefficient of quality predictability of the product produced.
Company Name
Specific characteristics of Company’s name has no impact on active participation in the fund
Programmatic Format
Consider how you wish the program to deliver funds for research:
- Research Grants: These awards to established investigators or a research team with records of outstanding achievements and expectations of significant future accomplishments provide substantial, multi-year financial support for ongoing research activities
- Prizes, Awards, and Lectureships: Prestigious support awarded in a single sum to very accomplished investigators based on competitive evaluation of past work and of potential for ongoing contributions to quality research
- Professorships, Career Development Awards, and Fellowships: Support awarded for one, two, or three-year periods to accomplished individuals or promising young researchers to fund ongoing research through positions at academic institutions or established research and information centers
- Scholar-in-Training Awards: Support for graduate students, ocean engineering and management science students and and postdoctoral fellows to attend appropriate quality Meetings and Workshops.
Financial Structure and Term
Determine whether you would like to create a permanent endowment or a standard restricted fund, and how long you would like the fund to operate.
- Endowment Fund: A fund that maintains its principal balance in perpetuity, while applying an annual spending amount based on fund return to the program expenses. It provides a perpetual naming opportunity.
- Restricted Fund: A fund that applies its funds to a specified programmatic activity, but may cease to operate when funds are depleted. The term of the fund is determined by a spending formula.
Donor Recognition
Appreciation for donors is expressed through a number of ways, depending on program format and timing:
- Tailoring directions in a specific area of research based on their preference
- Using this fund for development of their own product
- Award Announcement and Call for Nominations: Announcements of the named research award and call for nominations will appear in various publications, the websites, and in outside venues
- Announcement of Award Recipients: Press releases are sent with the name of the award and the announcement of the recipients to key scientific publications as well as donors’ local publications and national publications. They also appear year-round on the SCHWIPAR Centre for Innovational Development website
- Award Presentation: Donors are acknowledged during the presentation, which for the main awards is during the Industry Annual Meetings, the leading scientific gathering for quality researchers in the world, etc.
Quality Research Strategic Forecasting Program
SCHWIPAR Centre for Innovational Development offers quality research strategic forecasting program, as a systemic approach to define long-term quality and business goals. This program delivers its strategic forecasting services through:
- identification of key factors (company’s sub-structures) to shape the future of company’s strategic development. This is the main sensitive component of the program
- situational reports on different categories of company’s employees such as engineers, management, workers, etc.. This is a qualification of the level of energetics that these categories of the Company’s employees have
- detailed quality assessment of Company’s administrative structure and formation of concept for inter-relationship between Company’s sub-structure elements. This is a warranty that the Company’s strategy will be a cleaning mechanism for elimination of quality escapes in the structural analysis of management activities
- business events analysis. Static concepts of the Company as non-stable elements supported by the effective form(s) of Company’s management and effective support of Company’s quality performance model. Dynamic concepts of the Company as new constants with statically stabilized forms:
- “n” number of step phases are defined / formed as a map
- each phase is presented with the loss of stabilized understandings
- Company’s employees hear /see/ understand the map
- quality research model is built based on this map
- the model is anchored to the working condition for each participant / user
- provided solutions are not limited to any specific industry / sector of industry / culture
- provided solutions are encompass everyone who are interested in improvements
- straightforward and understandable format of maps and models developed during the program is not required any special workshops for Company’s employees. All maps, models and user documentation are built in accordance with the educational level of the Company’s employees
